BASIC PRINCIPLESÂ OF THEÂ BESTÂ PROJECT
The vocational education process at every qualification level does not differ internationally in terms of the desired scope of knowledge, practical experience, teaching tools and processes used, and objectives set.
A significant percentage of jobs available on the market come from international corporations with facilities located in many countries, and the standards for performing tasks and the quality requirements for the products and services offered are similar, if not identical.
On the one hand, Central Europe is a region with potential for growth in the printing and converting industry. On the other hand, in virtually all countries, the economic self-government representing entrepreneurs has very little influence on the implementation of vocational education tasks by schools and universities and does not have the authority to certify sectoral professional qualifications.
Despite the significant flow of labour, international exchanges of pupils, students, trainees, teachers and lecturers in this region are insufficient and require significant improvement.
These and other important issues will be researched and described in the form of conclusions in the report “The Printing Industry and Printed Packaging Market in Central Europe”, which will serve as a solid foundation for the creation of The BEST Project.
The BEST project is intended to respond to already defined industry needs. Research conducted to date indicates that all countries in the region require:
1. A universal remote education and certification platform for existing and new sectoral professions at levels 3, 4, 5 and 6 of the European Qualifications Framework.

- In the case of vocational schools, technical colleges and higher vocational schools, this tool is intended to provide teaching support for vocational teachers.
- In addition, its use should ensure that the curriculum is adapted to the ongoing development of the technologies, materials and legal and business environment used.
- As far as universities are concerned, the platform should also be a source of inspiration for scientific and research projects.
- Thanks to the use of digital education, local economic authorities could apply for the rights of institutions certifying sectoral qualifications for adults and young people who decide to expand the qualifications they have acquired in schools and universities.
Once implemented, the solution should be updated every 12 months.

2. An international team of educators and practitioners who could supplement the content on the platform and verify teaching staff and lecturers, particularly for the purposes of further training and retraining of adults.

- Identifying these specialists requires the creation of a list of selection criteria and definitions of desired qualifications. Depending on their foreign language skills, experts could operate on a national or international scale. In order to make the most effective use of these individuals’ knowledge, the latest AI tools for real-time translation will be used. This will be particularly useful during online meetings. Language, although necessary, will therefore not be a significant obstacle to the transfer of professional knowledge and the sharing of experience. The composition of the team will need to be reviewed on a 12-month cycle.
- The criteria for selecting educators-practitioners will be developed by a group of industry experts (including entrepreneurs, scientists, representatives of economic self-government) established in 2009 to collect materials and prepare subsequent editions of the report. In order to maintain the highest level of publication, this group is regularly supplemented with high-class domestic and foreign experts in the field and will, in the case of appointing members of the international team of educators-practitioners, guarantee professionalism, impartiality and objective assessment of candidates’ skills.

3. Lists of companies and institutions that can take on pupils, students and adults who wish to expand their qualifications, as well as teachers and lecturers, for practical verification of previously acquired qualifications.

- Companies and institutions must have top-level production infrastructure, staff trained to conduct educational activities, and demonstrate the highest level of social responsibility, guaranteeing a safe and effective dual education process.
- This list, as well as the composition of the international team of educators and practitioners, will be reviewed on a 12-month cycle, and a group of industry experts (described above in point 2) will also be involved in this process.

4. A uniform set of definitions and concepts enabling an effective education process and knowledge verification.

- Due to rapid technological progress and changes in educational processes, the currently used concepts require verification of their validity and adaptation or creation of new ones.
In order to commence implementation of this project, it is necessary to establish a public-private partnership at the international level, as the scope of work will require financing from European public funds and a significant contribution from many major companies producing machinery, equipment, materials and technical solutions used in the printing and converting industry.
